Members Update – Birmingham Pride Parade 23 May 2009

The proposed arrangements for the parade are that the parade assemble in Victoria Square and proceed via New Street, Temple Street, Temple Row, Upper Bull Street, Colmore Row returning to Victoria Square (see attached plan). The parade will commence at 14.00 hours and will take no longer than 1 hour.

Proposed Traffic Arrangements.

• From the early hours of Saturday 23 May, all pay and display bays on and within the parade route will be suspended. In addition the length of Temple Row between Temple Street and Needless Ally will be covered by no waiting cones.
• Stage 1 closures would be implemented at 13.30 hours and would close all sections of the route except Upper Bull Street and the length of Colmore Row between Colmore Circus and Newhall Street (buses unaffected at this stage).
• Stage 2 closures would be implemented at 14.00 hours and would close Colmore Circus (from Snow Hill Queensway to Colmore Row) and Colmore Row. FOR THE AVOIDANCE OF DOUBT, THE LOOP VIA LIVERY STREET, COLMORE ROW, COLMORE CIRCUS TO SNOW HILL QUEENSWAY, AND ACCESS VIA UPPER BULL STREET COLMORE CIRCUS TO SNOW HILL QUEENSWAY WILL BE OPEN. All sections of the route are now closed except for Upper Bull Street.
• Stage 3 closure at Upper Bull Street,  will be implemented at approx 14.20 hours when the parade has assembled in  Temple Row immediately before Bull Street. The parade should proceed expeditiously along Upper Bull Street and left into Colmore Row. Road barriers should be repositioned across Colmore Row at its junction with Upper Bull Street as soon as the tail of the parade has entered Colmore Row. This will allow buses to return to Upper Bull Street at the earliest opportunity.

When the Parade has returned to Victoria Square all road closures and traffic management equipment to be removed.

STEWARDING
For stage 1 closures I would suggest stewards are required at the following road closure points:

• Colmore Row at Newhall Street
• Bennetts Hill at Colmore Row.
• Temple Row West at Colmore Row
• Temple Row at Upper Bull Street

In addition there will be stewards at;

• Temple Row at Temple Street
• Cherry Street at Temple Row
• Temple Row at each of the two private off street parking areas
• Temple Street at the private off street parking area.

For stage 2 closures stewards at:

• Livery Street at Colmore Row closing right turn
• Colmore Circus at Snow Hill Queensway closing into city traffic only
• Colmore Row at Upper Bull Street

Stage 3 closure steward at:

• Upper Bull Street at Temple Row

BUSES
In stage 1 closures buses are unaffected.
In stage 2 and stage 3 closures bus diversions as per attached operational order.

Bus inspectors will be present at the following locations:

• Temple Row / Upper Bull Street – liaise with inspector before stage 3 closure.
• Old Square
• Snow Hill Queensway
• Colmore Row

The organisers have been asked to ensure that frontages along the parade route are leafleted – in particular:

• The premises half way down Temple Street with off street parking
• The Tesco at the bottom of temple Street – deliveries
• Cathedral parking
• Plaza Cannon Street off street parking
• House of Fraser access ramp Temple Row
• Temple Row private car park opposite House of Fraser
